Cooley Doctrine

Cooley Doctrine
Doctrine which holds that state is deprived of all regulatory power as to subjects which "are in their nature national, or admit only of one uniform system or plan of regulation." Cooley v. Board of Wardens of Port of Philadelphia, 53 U.S. (12 How.) 299, 13 L.Ed. 996.
